Veterans Recruitment Authority (VRA)
The VRA is a special authority by which agencies can appoint an eligible veteran without competition to positions through the GS-11 grade level or equivalent level. The candidate must meet the basic qualification requirements for the position. If the agency has more than one VRA candidate for the same job and one (or more) is a preference eligible, the agency must apply the Veterans' preference procedures prescribed in 5 Code of Federal Regulations (CFR) Part 302 in making VRA appointments. The following individuals are eligible for a VRA appointment:
- Disabled veterans;
- Veterans who served on active duty in the Armed Forces during a war declared by Congress, or in a campaign or expedition for which a campaign badge has been authorized;
- Veterans who, while serving on active duty in the Armed Forces, participated in a military operation for which the Armed Forces Service Medal was awarded;
- Veterans separated from active duty within the past 3 years.
Conditions of Employment
VRAs are appointed in the excepted service. After 2 years of substantial continuous service in a permanent position under the VRA, the appointment will be converted to the competitive service, providing job performance is satisfactory.

In addition to a resume, you must provide a certificate of release from active duty (DD-214 member 4 copy) or other proof of eligibility. Proof of eligibility must show character of service. In addition to meeting the eligibility criteria listed above, eligible veterans must have been separated under honorable conditions (i.e. received either an honorable or general discharge).
30 Percent or More Disabled Veterans Program
Federal agencies have the authority by law to give noncompetitive appointments to any veteran who has a service-connected disability of 30 percent or more. There is no grade limitations to such an appointment. Applicants must meet all qualification requirements for the position to which appointed.
Conditions of Employment
Applicant must serve initially under a temporary appointment for at least 60 days. After successful performance, the Agency may convert the employee to a permanent position.
