Background
Supplemental Security Income (SSI) provides monthly payments to people with disabilities and older adults who have little or no income or resources.
Adults and children might be eligible for SSI if they have:
- Little or no income (like wages and Social Security benefits), and
- Little or no resources (things owned), and
- A disability, blindness, or are age 65 or older.
A collection of data (dataset) was created as part of the two-year agency priority goal to Improve Equity in the Supplemental Security Income Program, as follows:
- Increase outreach efforts and improve delivery of benefits, specifically targeting communities of color and underserved communities.
- By September 30, 2023, aim to increase the number of all SSI applications by 15%, compared to the 2021 baseline, restoring rates closer to pre-pandemic levels.
- By September 30, 2023, aim to increase the number of SSI applications from underserved communities by 25%, compared to the 2021 baseline.
We use this data to measure the effect of outreach and benefit delivery efforts.
Agency Program Description
Social Security administers the SSI program. SSI is a nationwide federal assistance program that provides need-based support that guarantees a minimum level of income. We pay SSI to help recipients (age 65 or older), blind, and people with disabilities, who have limited income and resources, are U.S. citizens or a U. S. national, or noncitizens in certain categories. A claim receipt is an application submitted by a person to request benefits.

Dataset Description
This collection of data (dataset) provides information on SSI receipts for all applicants for federal fiscal years 2021-2023, categorized by age.
Data Collection Description
The Supplemental Security Income (SSI) program is a nationwide federal assistance program that provides need-based support and guarantees a minimum level of income for older adults, blind, or people with disabilities. SSI serves as a safety net for people who have limited resources, little or no Social Security benefits, or no other income. Social Security administers the SSI program.
People can apply for SSI payments at any of the more than 1,200 local Social Security offices throughout the country. As of April 1, 2017, people who apply online for disability insurance benefits can also apply for SSI online in certain circumstances.
In March 2022, we released an online tool that allows a person (or someone acting on their behalf) to let us know that they are interested in filing for SSI. We record the date the request was submitted using the tool as the “protective filing date” for the interested person, and we contact them to take an application or schedule an appointment. A protective filing date is important when a person can't apply for benefits right away. This process protects people against a potential loss of benefits.

- A Federal Fiscal Year (FY) is the 12-month period that starts the Saturday after the last Friday of September and ends on the last Friday of September and the corresponding quarter. Most years our fiscal year workload reports contain 52 weeks since we only include full weeks, rather than partial weeks in the middle of a week. Every few years the reporting period is 53 weeks when we apply the end of week cutoff.

Age Category: Age category at application, as follows:
- Child <18 years old.
- Adult 18-64 years old.
- Adult 65+ years old.
FY Percent Age Distribution: Percentage of applications by age category for each fiscal year.

This collection of data (dataset) provides information on SSI receipts for applicants from underserved ZIP codes for federal fiscal years 2021-2023 by geographic hierarchy (Social Security administrative region, field office, and ZIP code).

Unserved ZIP codes were defined as:
- ZIP codes with a 30+% decline in SSI applications between FY 2019 and FY 2021, and
- Majorities of (a) people of color and/or (b) people living 150% or less of the federal poverty threshold.
Community demographics used in the definition of underserved ZIP codes were taken from the 2019 American Community Survey (ACS) 1-Year Estimates Data Profiles Table DP05 ACS Demographic and Housing Estimate.
Federal poverty threshold data was taken directly from the table.
“People of color” percentage for each ZIP code was defined as 100% less the “White non-Hispanic” percentage.

- Philadelphia Region serves Delaware, the District of Columbia, Maryland, Pennsylvania, Virginia, and West Virginia.
- Atlanta Region serves Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee.

Local Social Security Office: A local office that serves the population residing within a group of ZIP codes. Each local Social Security office is associated with an administrative region.
ZIP Code: One of a system of postal codes developed for the United States Postal Service (USPS). Each ZIP code is assigned to servicing a local Social Security office.
