House Passes H.R. 1734
Civilian Property Realignment Act
On February 7, 2012, the House passed as amended H.R. 1734, the ‘‘Civilian Property Realignment Act” by a vote of 259 - 164. The Senate has referred the legislation to the Committee on Environment and Public Works.
Following are descriptions of provisions of interest to SSA:
- Would establish an independent Civilian Property Realignment Commission (CPRC) to identify opportunities for the Government to reduce its inventory of civilian real property and reduce costs to the Government.
- Would require each Federal agency to submit current data to the Administrator of GSA and the Director of OMB regarding the agency’s Federal civilian real property and to recommend sales or other dispositions of Federal property, reductions in civilian property inventory, and operational efficiencies.
- Would provide for a review of CPRC’s recommendations by the President and by Congress. Would establish procedures for approval or disapproval by the President and by Congress of such recommendations, as well as procedures for implementation.
- Would require agencies to complete implementation of CPRC recommendations enacted by Congress within 6 years.
- Would limit the authority of executive agencies to lease space for the purposes of a public building.
- Would be effective upon enactment.
