Notes: Some nations had more than one type of program so there may well be multiple counts for a single nation; all programs were deemed "compulsory" unless designated as [V] for"voluntary" insurance at discretion of the employer. See Table 2 below to identify countries included in each categories.

* Total of "Unemployment Insurance" does not include Russia where the program was eliminated before 1935.

Abbreviations:

E-T: Earnings-test required to qualify for benefits.

L: Coverage not available to major sectors of industry and commerce, limited to selected population groups, such as railroad, bank, public utilities employees, and the like.

L-L: Program applicable to limited locales.

V: Voluntary insurance.
